Danica Vukajlović: COMPARATIVE ANALYSIS OF CRITICAL INFRASTRUCTURE SECTORS


    Since there is no single list of critical infrastructures, the European Commission proposes a division into sectors that each country should use. If we compare the division by sectors, we can see that the Republic of Serbia has made its own the division into sectors and that this division deviates from the sectors proposed by the European Commission, particulars in two sectors: traffic and environmental protection, as well as in merging water and food supply. 


By comparing the division into sectors in eight foreign countries and the sectors defined in the Republic of Serbia according to the laws passed in each of those countries, we will present a comparative table that will enable us to conclude and see which country is the most developed in terms of the division into sectors and definition of critical infrastructure. It will also enable us to see which sectors have been neglected by the Republic of Serbia and what to give priority in terms of the formation of new sectors that should be protected.

Based on the comparative table, we can conclude that countries such as the United Kingdom, Switzerland, and the European Union stand out by their critical infrastructure sectors, especially because they divide their sectors into sub-sectors and consider critical infrastructure as a whole to be of great national importance for the survival a country.

We can conclude that following the model of these countries, a unique system must be formed for the definition of sectors and sub-sectors of critical infrastructures and that these countries may serve as an example to other countries in which direction their sectors and sub-sectors need to be developed in order to improve the functioning of critical infrastructures and protect them.

Based on the comparisons of the laws on critical infrastructures in foreign countries and in the Republic of Serbia, and the how each of the countries defines the term “critical infrastructure” and the sectors that define it, we may say with certainty that critical infrastructure is what makes any country function as a whole. The term “critical infrastructure” is relatively new both abroad and in Serbia, therefore it requires a lot of investment, such es research, precise definition, cross-sectoral connection and co-dependence of each sector and sub-sector. The main goal should be focused on all the above, i.e. how to competently protect critical infrastructure and prevent each country’s system from collapsing, and to protect the entire human community and ensure its future progress and development.
